Questions Raised Over Plans for Offices for Ministers Too

Shimla: Chief Minister Sukhvinder Singh Sukhu has been repeatedly raising the issue of the Revenue Deficit Grant (RDG), seeking financial assistance from the Central Government in view of Himachal Pradesh’s economic situation. The state government has been highlighting the financial pressure caused by the state’s difficult financial position and the non-receipt of RDG. At the same time, questions are now being raised over the construction of a Chief Minister’s Office at an estimated cost of around ₹20 crore, as well as plans to construct new offices for ministers.

The Opposition has alleged that on one hand, the government is highlighting the state’s difficult financial condition, rising revenue deficit and non-receipt of RDG, while on the other hand, new offices are being constructed at a cost of crores of rupees. According to the Opposition, this has naturally raised questions about the government’s priorities. The Opposition argues that if the state is genuinely facing a serious financial crisis, government funds should be utilised for works that directly benefit the common people, employees, education, healthcare and development projects.

After the Chief Minister’s Office was prepared at a cost of around ₹20 crore, reports about plans to construct offices for ministers have further intensified the political debate over government expenditure and financial priorities. Questions are being raised over how necessary the construction of such expensive offices is at a time when the government is continuously seeking financial assistance from the Centre, citing the state’s difficult economic condition.

Meanwhile, the road at Chhota Shimla Chowk is also being widened. According to information received from sources, the road is reportedly being widened with the intention of shifting the statue of former Prime Minister late Rajiv Gandhi, currently located along the roadside, to the middle of Chhota Shimla Chowk. This has also raised questions over whether government resources are being utilised to please political leaders. If government funds are being spent on road widening and installation of the statue, the government should clarify the cost involved, the approval granted for the work and the necessity of the project.

The Opposition has alleged that while educational institutions are being closed citing the state’s financial crisis, the Sukhvinder Singh Sukhu government is facing allegations of spending public money to please its close associates and people linked to political interests. The Opposition has maintained that the government should give priority to education, healthcare, employment and basic public infrastructure.

Regarding the non-receipt of RDG, the state government has been stating that the issue is affecting the state’s financial interests. In this backdrop, a question is also emerging among the public as to how spending priorities should be determined when financial resources are limited. On one side, the government is seeking assistance from the Centre in the form of RDG, while on the other, crores of rupees are being spent on new offices. The Opposition has raised questions over the government’s financial policy in the context of these two contrasting situations.

It remains to be seen what explanation the government provides regarding the necessity, cost and priority of these construction projects, and how it responds to the questions being raised over the utilisation of public money. The issue has now become part of a wider political debate over government expenditure, financial priorities and the use of limited public resources in Himachal Pradesh.

On One Hand, Crying Over RDG; On the Other, a ₹20 Crore Chief Minister’s Office!
